Recruitment: Advocacy and Capacity-building Director
Intelwatch is a recently launched non-profit organisation based in South Africa, and working internationally. We aim to promote democratic oversight of state and private intelligence agencies, monitor and report on surveillance activities, raise awareness of the risks of undemocratic intelligence and surveillance activities, and advocate for progressive laws and policies that safeguard fundamental rights.
Intelwatch seeks to appoint an Advocacy and Capacity-Building Director to conduct advocacy at national and international levels on intelligence-driven surveillance and its oversight, with a specific but not exclusive focus on southern Africa. This is a full-time, remote position.
JOB DESCRIPTION
The Advocacy and Capacity-Building Director is responsible for:
- Conducting advocacy on democratic oversight of intelligence and surveillance at national levels in Africa.
- Conducting advocacy campaigns at regional and international levels including with multilateral organizations like the African Union, the European Union and the United nations.
- Coordinate training activities for activists, reporters, civic movements on physical and cyber security.
- Conduct capacity building, principally but not exclusively with civil society, on what democratic oversight of intelligence and surveillance is and how to achieve it;
- Engage in strategic litigation on issues that fall within Intelwatch’s remit;
- Promoting advocacy coordination in alliance with other democratic organisations to this end;
- Facilitating (Providing) counselling and support for victims of undemocratic intelligence-led surveillance. Seek to ensure that victims of unaccountable intelligence and surveillance activities have recourse to justice for rights violations, in particular accountability and redress for the most marginalised and disadvantaged groups;Seek to ensure that laws, policies and practices relating to intelligence and surveillance protect fundamental rights and freedoms;
RESPONSIBILITIES
The responsibilities of this role include:
- Working with the organisation’s board, staff, and stakeholders to ensure strategic advocacy decision making, and to execute the organisation’s advocacy strategy;
- Overseeing day-to-day advocacy programmatic work, and supporting the organisation’s staff and service providers;
- Taking a leading role in the design and execution of the organisation’s advocacy, policy work, and popular education.
QUALIFICATIONS AND REQUIREMENTS
The ideal candidate will have the following:
- At least five years ’experience in senior positions in the non-profit field;
- A relevant degree (preferably post-graduate);
- A commitment to the principles underpinning Intelwatch’s work, including freedom of expression, democratic participation, and accountable governance;
- A strong track record in research and/or advocacy on public policy issues;
- Strong organisational skills;
- Excellent communication skills;
- Experience in developing and implementing advocacy strategies.
